Seriously, it's like the quarterstaff/polearm master thing - one of the obvious uses is shield/quarterstaff, it's obvious they meant for it to be allowed because they could have easily banned it and they didn't. If it's obvious as hell it can be used a certain way and the designers don't disallow it, you can do it. It says you need a one handed weapon, a hand crossbow is a one handed weapon, the instant I read the feat I assumed the two ways of using it would be rapier in one hand crossbow in the other or shield/empty hand crossbow in the other. And reading the feat in context instead of reading individual sentences within the feat makes that perfecly clear.Then they should have put that in there.
